It’s not so much a matter of developing psychic abilities as it is reattuning to your inherent extrasensory perception.
I wouldn’t exactly say one is able to “read minds”. What you read is energy, which may give you flashes of images, sounds/words, or simply a sense. The more you work with it, the easier it will be for you to fit the pieces together and make sense out of them – then it may seem like you are reading someone’s every thought in any given situation.
The first step is regular meditation, which helps to open your subconscious mind, and tune into all of your senses.
Next you could work on any number of psychic development exercises. Here is a book that has quite a number of them to try. You will most likely find a few that work better for you than the rest.

Would it be better to enforce some other system on us that is better suited to an overcrowded World? Even though we might lose a lot of our freedom of choice.
Capitalism is a great system but we have already experienced the abuses and excesses of capitalism and have tried to address them. In the past, we have seen the exploitation of workers, child labor, defrauding of shareholders, unsafe and shoddy goods sold to consumers, unfair business practices to eliminate competition, safety and environmental abuses, etc.
The regulations put in place to address these issues have been criticized but it is worthwhile to remember why they were instituted to begin with. No system is perfect but we keep trying to improve because there are always some who will operate on the motive of pure greed and will try to take advantage.

has anyone ever tried the binaural beat music before? Does it really work as it says, scienctifically?
Binaurals produce corroborated mental effects that placebos don't, if that's what you mean…some people are much more susceptible than others however. For me, sometimes they're astonishing, sometimes they don't do much at all – you just have to try them for yourself really.

What is it called when you can psychically view a place at will but it is not astral projection? ?
Like you can see someplace at will but, you are not actually there so it is not quite astral projection.
Is it scenic something?
