Remote viewing doesn't work in the electro-magnetic spectrum. It's psychic - not affected by any emf.
Nobody outside the project knows what frequencies HAARP is working on. Given the size of the antennas its probably very low - which means your antennas would have to be huge, too.

Tinfoil hat. Worked for centuries. Since Faraday and Maxell we even know why! But make sure it is tin foil. Aluminum foil won't do.

The problem here is that a jammer won't help much at those frequencies. For low frequencies instead of "jamming" them you need to block them, something like a Faraday cage would be needed, however for very low frequencies even that might not be too effective, but you could try lining your hat with tin foil, it might help a little.
There are some chemicals that can change your body chemistry and make you immune to to these things, but, of course the government controls access to them. The good news is that there are people who can get them for you, look in you local phone directory under "Physicians, specialty; Psychiatry"
